One thing worth saying out loud about that first row: the number the whole industry quotes for SEO pricing comes from a survey published in December 2023. It is still the largest and most methodical dataset available, which is why it is here and why it is cited everywhere, but it is two years old in a market that was reshaped by a core update in March 2026 and by AI answers taking the top of the page. Treat it as the shape of the market, not as this month's price. Its own geographic finding is worth keeping in view too: the survey reports that SEOs in India, Central America and South America charge the least.

That is a 61% gap between two labels for work that overlaps almost entirely. It matters when you write the job description, and it matters more when you read a quote: an agency quoting “a senior consultant” and a staffing partner quoting “an SEO specialist” may be offering you the same person.
And note the second trap in that table. ZipRecruiter's $45.91 is what an employed consultant earns per hour. The $111 average in the survey above is what a consultancy bills per hour. Neither is the cost of the role to you: the first excludes payroll taxes, benefits, tools and management; the second includes the provider's whole business.
Here is the arithmetic nobody in this market publishes, and it uses only the survey's own averages. Divide each published monthly figure by the published hourly rate for that same type of provider, and you get the implied hours of attention behind the fee.

Two honest caveats, because this arithmetic is a sanity check and not an accusation. First, most retainers are scoped by deliverable, not by the clock, and a good agency hour is not interchangeable with a junior hour — a strategist who fixes your site architecture in four hours can be worth more than a month of someone else's time. Second, the hourly and monthly averages come from the same survey but not necessarily from the same respondents, so the implied hours are an order of magnitude, not an invoice.
What the table does settle is the question buyers actually get wrong: whether the work they need can physically fit inside the fee they are being quoted. If your site needs weekly technical fixes, a content pipeline and monthly reporting, that is not a 10-hour month, and no retainer structure makes it one.

Read the in-house row carefully, because it is the one buyers underestimate. The $107,000 to $124,000 is our estimate, built by applying a 1.8 to 2.1 times multiplier to Payscale's $59,179 wage to account for payroll taxes, benefits, software, recruiting, equipment and management time. It is not a published figure, and it moves with benefits design. On the same 2,080-hour basis that is roughly $51 to $60 an hour for a role whose wage alone reads as $28.45.
